Your regulator

In Scotland, SEPA enforces ESOS.

For organisations whose registered office is in Scotland, SEPA is the body that enforces ESOS. It monitors compliance and can issue civil sanctions, including financial penalties, where an organisation does not meet its obligations.

Who SEPA regulates

Organisations whose registered office is in Scotland. If you are part of a group, the group’s registered arrangements decide which UK regulator you deal with, not where each site sits.

What SEPA does

SEPA checks compliance and can apply civil sanctions, including financial penalties, for organisations that fail to comply, in line with its wider regulatory approach.

How you notify

Notification is made through the UK-wide “Managing your ESOS” (MESOS) system, which we handle for you; your compliance then sits with SEPA as your regulator.

Scottish support to act on it

Scotland has its own energy-efficiency support, including Business Energy Scotland, that can help you take forward the measures your audit identifies.

Straight from the source: SEPA’s ESOS guidance →

Whatever your regulator, the audit itself is run by the same ESOS consultants who handle ESOS across the UK.

No nasty surprises

The same obligations, whoever your regulator is.

Wherever your organisation sits, ESOS asks the same of you: the same thresholds, the same 5 December 2027 deadline and the same penalties. We handle the whole thing for you either way.

Our process

Four steps. We do the heavy lifting.

From the first scoping call to the notification receipt, you have one point of contact and a price agreed up front against a scope we map with you.

01

Scope & quote

A short call and a desktop review to confirm you qualify and map every site, so we scope the work properly and agree a clear price against it.

02

Data & audit

We gather energy data and carry out the audits, buildings, processes and transport, with minimal disruption to your operation.

03

Report & sign-off

Your Lead Assessor compiles the report, ranks the savings, and provides the compliant sign-off for your director.

04

Notify & save

We submit your notification through the national ESOS system and leave you with a clear plan to act on the savings.

What you get

Compliance closed, and a return on the work.

ESOS isn't just a box to tick. Done properly, the audit pays for itself in the savings it uncovers.

Full ESOS audit report

A complete, compliant report covering 95%+ of your energy use, ready for your regulator.

Ranked savings register

Every opportunity costed and ranked by payback, so you act on the ones that matter first.

Lead Assessor sign-off

Formal sign-off from a registered Lead Assessor and a director-ready compliance pack.

Notification handled

We handle the notification submission end to end through the national ESOS system, and confirm your compliance is on record.

Net-zero head start

A baseline and data set that feed straight into your SECR and net-zero reporting.

A price agreed up front

Once your organisation is scoped, a clear price for the defined work. No open-ended day rates.

FAQs

ESOS in Scotland: common questions.

Who regulates ESOS in Scotland?

SEPA, the Scottish Environment Protection Agency, is the ESOS regulator for organisations whose registered office is in Scotland. It monitors compliance and can issue civil penalties. The scheme itself is UK-wide and identical to the rest of the UK; only the enforcing regulator differs.

Is ESOS different in Scotland?

No. ESOS is a single UK-wide scheme made under UK regulations, so the qualification thresholds, the four-yearly phases, the deadlines and the penalties are exactly the same in Scotland as in the rest of the UK. The one difference is that SEPA, rather than the Environment Agency, is the body that enforces it for Scottish-registered organisations.

Our registered office is in Scotland but we have sites across the UK — who is our regulator?

Your regulator is generally determined by where your organisation or group is registered, not where each site is, so a Scottish-registered organisation deals with SEPA even when its sites and energy are spread across the UK. We confirm the right regulator for your structure as part of scoping.

How do I know if ESOS applies to us?

ESOS applies to large UK undertakings and their corporate groups: broadly, 250 or more employees, or turnover over £44m and a balance sheet over £38m. If any company in a group qualifies, the whole group is in. The eligibility check on our homepage is the quickest way to find out.

What does it cost?

It depends on your scope: your sites, and how your energy splits across buildings, transport and process. That is what the free scoping call establishes, and we then agree a clear price for the defined work up front, with no open-ended day rates.
